City Intelligence Ranking 2024
The Smart City Index 2025, a comprehensive ranking that evaluates the digital advancement of Germany's major cities, has been unveiled. This year, Munich, Hamburg, and Stuttgart have taken the top three spots, respectively.
The ranking is based on five thematic areas: online citizen services, mobility sharing offers, intelligent traffic light systems, broadband availability, and numerous other indicators. Each indicator is calculated from a meticulous analysis of 160 parameters per city.
The Smart City Index provides a detailed analysis of each city's digital progress, offering valuable insights for urban development and innovation. Results for each city are available individually, making it easy for citizens and policymakers to understand their city's digital standing.
All German cities with a population of 100,000 or more were examined for the index. The results were presented in advance of the Smart Country Convention in 2025, a significant event that brings together experts, policymakers, and industry leaders to discuss the future of digital transformation in Germany.
In compiling the index, experts from Bitkom, a renowned association for the digital industry in Germany, collected, verified, and qualified a total of 13,280 data points. The index values are based on data provided by the cities under investigation, official statistics, and publicly accessible data sources.
This year's Smart City Index not only highlights the digital achievements of Germany's major cities but also serves as a blueprint for other cities aiming to improve their digital infrastructure and services. As the world continues to digitise, the importance of smart cities in shaping our future cannot be overstated.
