Construction of the canal is advancing
The Initiative Kiel Canal has raised concerns over current staffing shortages at the Nord-Ostsee Canal, which are causing significant challenges in both construction and operational activities. These shortages have led to delays in maintenance and operational activities, impacting the canal's efficiency and safety.
The staffing issues complicate the management of increasing traffic demands and timely responses to incidents, which risks the smooth transit of vessels through this critical waterway. The potential risks associated with these operational pressures were highlighted by the grounding of the container ship ECO LEVANT on the Kiel Canal's northern bank in January 2025. Staffing constraints likely exacerbate such incidents by limiting adequate supervision, maintenance, and emergency response capacity.
Jens B. Knudsen, chairman of the Initiative Kiel Canal, has criticised the staff shortages, stating that they undermine trust in German maritime infrastructure. The staff shortages have not been addressed in previous plans or announcements regarding the canal's construction and operation.
Despite the staffing challenges, the first phase of construction, encompassing the first four kilometers, is scheduled to begin this winter. Project leader Georg Lindner anticipates the completion of the entire first construction phase by early 2024. This phase includes the operational route and the new slope above the waterfront. The Waterways and New Construction Authority of the Nord-Ostsee Canal (WNA) has already delivered 150,000 tons of stones from Norway for the decking of the water exchange zone from Königsförde to Schinkel.
The expansion of the canal between Königsförde and Kiel is considered very important due to the anticipated increase in passage numbers starting in 2024. However, the staff shortages may affect this anticipated increase, posing a potential issue for the scheduled completion of the first construction phase by early 2024.
