Germany's Federal Interior Minister, Alexander Dobrindt (CSU), has unveiled plans to beef up defenses against cyberthreats. "We're stepping up our game: legally, technologically, and organizationally," Dobrindt stated at the launch of the federal cybercrime report 2024.

The gist of the strategy involves bolstering security forces' powers, enhancing state and administrative security standards, and refining the tools wielded by the Federal Criminal Police Office (BKA) through artificial intelligence (AI). Germany remains a juicy target for foreign cybercriminals and hacktivists, according to BKA President, Holger Münch. The report reveals an upward trend in cybercrimes committed from abroad. Meanwhile, the number of cases where the suspected perpetrators reside in Germany has dropped marginally - from about 134,000 cases to around 131,000 cases. Conversely, a significant increase has been observed in offenses committed from abroad, from around 190,000 to almost 202,000 cases.

A Gaping Dark Void

Münch cautioned that the dark figure in this area is immense. He urged victims to report cybercrimes. The report suggests messaging services are becoming a preferred distribution channel for so-called "cybercrime-as-a-service" offers, which refers to criminal services or tools sold online. So far, these packages have primarily been offered either in the darknet or in relevant forums.

The Police Union: Braced for Battle or Be Lefty Behind

"The digital realm is rapidly turning into the main battleground for organized crime with a daunting dark figure," says Alexander Poitz, deputy federal chairman of the Police Union (GdP). As of now, security forces are struggling to adapt to this digital arms race. Various structural, personnel, and technical shortcomings hinder effective crime-fighting in this scenario. Without urgent action from politics, justice, and law enforcement, there's a real risk of getting outmaneuvered, and eventually, losing control.

BKA President Münch, however, struck a more optimistic note. He asserted, "With our globally coordinated measures, we've demonstrated in the past year that we're staying vigilant and countering the growing threat with effective police measures."
