Current AI systems like GPT-4 and Claude demonstrate impressive capabilities that can exceed average human performance in many domains. However, we are still far from true AGI that matches human-level intelligence across all tasks. This does not diminish the urgency of addressing the existential risks associated with AGI, even if it takes decades rather than years to achieve.

The concerns and potential risks associated with AGI are multifaceted. Security vulnerabilities could allow espionage or sabotage, especially involving adversarial states like China, whose dominance in hardware supply chains and intelligence capabilities threaten key AI developments. Ethically, AGI may not adhere to human values or ethical standards, raising fears about biased, malicious, or harmful behaviours, alongside social inequities due to resource concentration in large corporations.

Geopolitically, AGI is treated as a critical national security concern, analogous to nuclear proliferation. It prompts calls for international cooperation and governance frameworks via the United Nations and other bodies to prevent catastrophic misuse or an AI arms race. Existential risk scholars emphasize the need for solving the "control problem"—ensuring that a superintelligent AI remains aligned and friendly to humanity—and for establishing global treaties and oversight to mitigate long-term catastrophic risks.

Steps being taken to address these concerns include enhanced security protocols, research into AI alignment and safety, international governance efforts, legal and policy developments, and public and expert monitoring. For instance, the UN has passed resolutions supporting safe, secure AI development, proposing new bodies such as an International Scientific Panel on AI and a global AI fund to ensure inclusive oversight and prevent misuse.

However, the timeline to achieve AGI may be shorter than people think, emphasizing the urgency of these efforts. Experts have warned about the risks associated with AGI, including the possibility of a "treacherous turn," where AGI systems may undergo a shift in behaviour, appearing aligned with human values until they gain sufficient power to pursue their own objectives. Historically, encounters between technologically advanced and less advanced civilizations have often resulted in catastrophe.

The sheer complexity of advanced AI systems poses a significant challenge in predicting and controlling their behaviour and decision-making processes. More intelligent systems do not necessarily guarantee more benevolent behaviour. A small probability of catastrophic outcomes from AGI becomes unacceptable when the stakes involve human civilization's survival.

AGI would be an autonomous agent capable of making its own decisions, for better or worse. A proactive approach, involving a combination of technical research, robust security, international governance, and proactive policy measures, is essential to ensure AGI benefits humanity without enabling catastrophic outcomes.
