Baden-Württemberg, a key German state, is embarking on a significant modernisation drive as part of Germany's €733 billion industrial revival plan (2025–2029). The focus is on digitisation, artificial intelligence (AI), and infrastructure modernisation, aiming to secure the region's competitive edge in the evolving global market.

At the heart of the plan is a boost to digital infrastructure, supporting industrial modernisation and the integration of advanced technologies like AI. Significant national projects, such as a €150 billion rail modernisation by Deutsche Bahn and the development of hydrogen-ready pipelines, are set to improve transport and energy systems in Baden-Württemberg.

Energy grid upgrades are also a priority. TransnetBW, the transmission system operator for southwestern Germany including Baden-Württemberg, is modernising critical grid hubs like the Kühmoos substation to ensure a reliable power supply, accommodate renewable energy, and enhance cross-border energy connections with France and Switzerland.

Policymakers at Germany's Federal Ministry for Economic Affairs and Climate Action (BMWK) are also considering scaled public ownership and investments in "nationally decisive" sectors like sovereign cloud infrastructure and next-generation semiconductor manufacturing. This aims to secure industrial autonomy amid global supply chain challenges, with some funding coming from the European Recovery and Resilience Facility.

Baden-Württemberg's AI development is spearheaded by the KI-Zentrum IPAI in Heilbronn and the Cyber Valley in Stuttgart and Tübingen. However, the AI model F 13 in Baden-Württemberg is currently lagging behind market development.

The region's traditional business model, particularly in the automotive sector, is under pressure due to decreased revenues from China, where a trend towards electric vehicles has been missed by local companies. The struggles of the automakers, along with their suppliers and machinery manufacturers, are putting pressure on the industry in southwest Germany.

Moreover, Baden-Württemberg, along with Bavaria, is a significant arms production site. The arms industry is under stress due to Putin's war of aggression in Ukraine. Data protection and regulations sometimes hinder the use of AI tools, further complicating the industry's challenges.
