EU Considers Regulation of Artificial Intelligence Systems Across Various Sectors
The Center for Data Innovation is hosting a webinar on September 13, 2022, to discuss the proposed amendments to the EU's AI Act for General-Purpose AI (GPAI) systems. The discussion will take place from 10:00 AM to 11:00 AM (EDT) or 4:00 PM to 5:00 PM (CET).
The French presidency has proposed expanding the EU's draft law for regulating high-risk AI tools, which includes GPAI systems. These amendments, effective from August 2, 2025, impose horizontal obligations on GPAI providers to ensure transparency, safety, and compliance.
For GPAI models classified as posing systemic risks—due to their widespread use or high capabilities—the amendments require additional measures such as adversarial testing to identify vulnerabilities, logging and reporting serious incidents, and disclosing energy efficiency metrics to the EU AI Office and national authorities.
The amendments aim to clarify the definition and scope of GPAI models, specify lifecycle obligations, outline systemic risk criteria, and establish notification duties for providers. A voluntary Code of Practice, developed with input from experts and stakeholders, complements these rules by providing practical guidance to help industry comply, especially regarding transparency and risk mitigation.
Speakers for the webinar include Hodan Omaar, Senior Policy Analyst at Center for Data Innovation, who will be the moderator and also speak. Other speakers include Anthony Aguirre, Vice-President for Policy and Strategy at Future of Life Institute; Andrea Miotti, Head of AI Policy and Governance at Conjecture; Irene Solaiman, Policy Director at Hugging Face; Alexandra Belias, International Public Policy Manager at DeepMind; and Kai Zenner, Head of Office & Digital Policy Advisor to MEP Axel Voss, European Parliament.
Questions for the speakers can be submitted via Slido.
These amendments have implications for AI development, innovation, and deployment in the EU and beyond. They may increase regulatory oversight, potentially increasing compliance costs and operational complexity for AI providers. However, they may also encourage the development of safer and more transparent AI. The regulatory framework may influence how global AI providers approach the European market, possibly impacting innovation dynamics and adoption timelines both within and outside the EU.
Overall, the amendment seeks to balance fostering innovation with mitigating risks associated with powerful, broadly applicable AI technologies. If you're interested in learning more about these proposed amendments, be sure to register for the webinar.
