EU Gas Storage at 82.6% as Winter Looms, Gazprom Warns of Shortages

As of late September 2025, European underground gas storage (UGS) facilities were 82.6% full, with Germany's UGS facilities at 76.7%. Gazprom CEO Alexei Miller cautioned about potential gas shortages in EU countries due to sudden cold weather. The heating season is approaching, leaving about a month for countries to replenish their storage facilities.

The EU aims to reach a 90% UGS fill rate by the end of the year. To achieve this, around 60 billion cubic meters of gas need to be injected between October 1 and December 1, 2025. Last year, the target level of 90% was met by the end of August 2024. As of September 29, 2025, the physical volume of gas in European UGS facilities stood at 91 billion cubic meters.

EU countries have increased their LNG purchases by nearly 25% year-on-year to 96.2 billion cubic meters in the first eight months of 2025. However, this is slightly lower than the 94.3% full rate at the same date a year ago.

With the heating season looming, European countries are racing against time to meet the EU's UGS fill target. The success of this replenishment effort will significantly impact energy security and supply across the continent this winter.
