Ghana Takes Lead in African Cybersecurity Rankings, According to Minister's Declaration

In a strategic lecture delivered at the Ghana Armed Forces Command and Staff College (GAFCSC), Hon. Samuel Nartey George, Ghana's Minister for Communication, Digital Technology and Innovations, emphasised the importance of matching digital transformation with equally robust cyber defenses.

The lecture, titled "Cybersecurity - Ghana's Policy and Readiness", was attended by a cross-section of 97 participants, including Ghana's security services, African partner states, and key Ministries, Departments and Agencies (MDAs).

Ghana's commitment to cybersecurity is evident in its current ranking as the first in Africa for cybersecurity preparedness, according to the International Telecommunication Union (ITU). In the ITU’s Global Cybersecurity Index for 2025, Ghana holds the top spot on the continent and is ranked 43rd globally.

The Minister outlined a robust governance structure for cybersecurity in Ghana, backed by the Cybersecurity Act (Act 1038). This framework includes a Governing Board chaired by the Minister, a Joint Cybersecurity Committee comprising over 15 institutions, and sector-specific protections for Critical Information Infrastructure (CII).

Hon. George highlighted Ghana's expanding digital public infrastructure, such as e-Parliament, e-Justice, e-Passport, and smart workplace systems. He reiterated that technology continues to reshape national operations, governance, and public services, making cybersecurity more crucial than ever.

The Minister's message was clear: digital transformation must be matched with equally robust cyber defenses. He pledged to continue guarding Ghana's position as the leading country in cybersecurity preparedness in Africa, emphasising the urgent national imperative to protect digital infrastructure as a core pillar of modern defence strategy.

Moreover, Hon. George stated that cybersecurity is no longer optional but central to national resilience and sovereignty. He pledged that Ghana would "guard jealously" its position as the leading country in cybersecurity preparedness in Africa, acknowledging that these digital infrastructures attract corresponding cyber threats.

The lecture underscored Ghana's significant progress and leadership in cybersecurity, propelled by its Cyber Security Authority and a comprehensive national strategy to strengthen digital defenses. Hon. George emphasised that cybersecurity is the "new frontier of national security and defence".
