GitHub, run by Microsoft, emphasizes the necessity of financial support for open-source projects. Unsurprisingly, they make this assertion.

The tech industry is abuzz with the recent proposal by GitHub for the establishment of a European Union-wide Sovereign Tech Fund (EU-STF) to bolster the open source software (OSS) ecosystem. This fund, with a minimum investment of €350 million in the 2028-2035 EU budget, aims to provide sustainable financing for critical OSS infrastructure that underpins much of the digital economy but faces chronic underfunding.

The idea for the EU-STF is based on a feasibility study commissioned by GitHub, conducted by Open Forum Europe, Fraunhofer ISI, and the European University Institute. The study suggests that the fund should focus on investing in maintenance, security, and improvement of open source dependencies, supporting ecosystem building, and ensuring low bureaucracy, political independence, community participation, and transparency.

Two institutional models have been proposed for the EU-STF: a centralized EU institution, often referred to as the "moonshot model," and a consortium of EU member states acting as initial funders and applying for EU budget resources, known as the "pragmatic model." The fund is intended to be a public-private effort, with co-funding from industry, national governments, and the EU budget.

The proposal is currently under consideration during the EU's negotiations for its Multiannual Financial Framework 2028-2035. Public support from individuals, companies, and organizations is encouraged to influence decision-making. An open presentation and community discussion are planned at the EU Open Source Summit Europe on August 26, 2025.

Meanwhile, the Sovereign Tech Fund, as stated, invests in Europe's digital sovereignty using secure, sustainable, and resilient open source enabling technologies. The open source community, however, is divided over the offer of 'corporate' welfare for critical development tools.

OpenUK, an organization that has made recommendations earlier this year, including similar proposals to the Sovereign tech fund, is currently unable to share full details as they continue to workshop the recommendations with their public sector. Amanda Brock, CEO of OpenUK, has emphasized the importance of funding but also the need for a more holistic approach that includes a landscape review and ensuring practical steps are taken across the infrastructure.

The open source community is also concerned about the practical steps taken to ensure the longevity and building of necessary communities when funding open source projects. Daniel Stenberg, founder and lead developer of the cURL project and president of the European Open Source Academy, supports the EU-STF proposal, stating that it can help enforce the open source ecosystem and offer new paths towards sustainability.

As the proposal moves through the EU budget discussions, the study supporting the EU-STF proposal is available to download on the OpenForum Europe website. The demand-side value of open source software to the global economy is estimated at $8.8 trillion, and the European Commission's own research shows that open source software contributes a minimum of €65-95 billion ($76.5-111.8 billion) to the EU economy annually.
