Kazakhstan Pioneers Data-Driven Governance with Launch of Situational and Analytical Complex (SAC)
The Central Asian nation is stepping into a new era of governance through technology as it introduces the Situational and Analytical Complex (SAC), a high-tech platform designed to facilitate strategic decision-making at the highest levels.
Developed by the Engineering and Technical Center (ETC) of Kazakhstan's Department of Presidential Affairs, SAC is a state-of-the-art system integrating real-time analytics, predictive algorithms, and over 500 national indicators.
In an interview with The Astana Times, Dauren Nuraliyev, the director of the ETC, stated, "Digital transparency isn't merely about open data or online services. It's about transforming management processes, so that decisions at the highest level are based on accurate, up-to-date, and systematically processed data."
SAC allows for the consolidation of data from numerous sources into a centralized, secure platform, with the information visualized in real-time and presented in formats such as reports, graphs, tables, and diagrams. These tailored presentations assist decision-makers in assessing key areas ranging from the execution of instructions to human resources processes, socio-political situations, and national security.
Currently, SAC is integrated with major government systems, including the unified personnel system and the Smart Data-Ukimet information and analytical system (IAS). It tracks performance indicators across all regions of Kazakhstan, enabling faster and proactive governance.
According to Nuraliyev, "This analytical approach isn't just about responding to events in a timely manner; it also allows managers to act proactively, identifying hidden threats and eliminating systemic failures." The platform operates within a fully protected internal environment ensuring compliance with Kazakhstan's modern cybersecurity standards.
The strategic importance of SAC extends beyond local digital governance. In the context of global challenges, it presents a systemic project that can serve as a model for other countries aiming to modernize public administration. As Nuraliyev noted, "Today, SAC isn't just a local tool. It can become a blueprint for nations seeking to modernize governance."
SAC not only aids efficiency but also fosters transparency, justice, and accountability in government. The platform's predictive analytics and artificial intelligence capabilities will be expanded to ensure its evolution mirrors the country's development.
Furthermore, SAC directly contributes to Kazakhstan's commitment to achieving the United Nations Sustainable Development Goals (SDGs). In particular, the system supports Goal 16 - the formation of effective and transparent institutions, as well as Goal 8 - decent work and sustainable economic growth. It also promotes Goal 5 on gender equality by monitoring gender balance in appointments and identifying potential areas of hidden discrimination.
"Our goal is not just technical development," said Nuraliyev. "But the creation of a smart, adaptive system that evolves together with the country." He is confident that technology can enhance not only efficiency but also justice and transparency in government.
