Zimbabwe Embraces AI for Inclusive Growth and Digital Sovereignty

Zimbabwe is stepping up its efforts to leverage artificial intelligence (AI) for economic and social transformation, with the launch of Phase 2 of the High-Performance Computing Centre and the announcement of the National AI Strategy at the AIAfrica2025 Summit.

Hon. Tatenda Mavetera, Zimbabwe’s Minister of ICT, Postal and Courier Services, compared AI to the mighty Zambezi River, symbolizing its power to break barriers and reshape the landscape. He emphasized that AI should create opportunities in Africa, not take jobs.

The National AI Strategy, set to be launched by October 2025, aims to drive inclusive and sustainable growth by promoting AI-driven economic and social transformation with a focus on digital sovereignty, local data storage, and widespread connectivity across the country.

Key features of the strategy include data sovereignty and secure, localized data storage to reduce dependence on foreign data centers. Aligning with Zimbabwe’s National Development Strategy One (NDS1), which targets upper-middle-income status by 2030, the AI strategy supports digital transformation as a central pillar for economic advancement.

The strategy also emphasizes AI’s role in sustainable and inclusive growth by fostering partnerships, knowledge exchange, and policy dialogue across sectors to tackle local developmental challenges. It aims to strengthen Zimbabwe’s economic sovereignty and global competitiveness in the digital economy while contributing to a broader African framework that allows the continent to control its technological future, avoiding digital dependency or neo-colonialism.

The High-Performance Computing Centre is part of Zimbabwe’s ongoing AI initiatives, and the 1.5 Million Coders Program continues as one of the ongoing AI-related programs in the country. Minister Mavetera reiterated Zimbabwe’s vision for AI as a driver of inclusive and sustainable growth.

Minister Mavetera also stressed the need for Africa to present a united voice on the global AI stage. He believes that Africa’s moment in artificial intelligence has arrived, and AI is being described as a transformative force in Zimbabwe.

The strategy is expected to be launched officially at the new Parliament building in October 2025, with presidential presence anticipated, highlighting its national significance.
